One of the main findings of the OFSTED report in Mrs Coupe's first year, was :
"Governors' procedures to appoint staff do not meet either the LEA's regulations or equal opportunities legislation."
The reason - Mrs Coupe had drawn inspectors' attention to some restructuring that had taken place before Mrs Lancaster's retirement, in order that a new Head could be fully supported.
It is now obvious that the Governors and Mrs Coupe have not addressed this main finding, as since Christmas, there is a new member of the Senior Management Team at Marton. This post has not been advertised or interviewed for. Surely, this is what OFSTED highlighted 2 years ago.
Will this be looked at again when they carry out an inspection?
One rule for one - another for Mrs Coupe......

Blackpool education department are a complete joke if they are going to let this pass by without taking action.
You stupid Marton governors! What a joke! The blame was passed to you at the last inspection, and guess what's going to happen again. I'd be very careful if I were you as someone is going to be used as a scapegoat very soon in all of this and it's going to be very costly.
Jackie - can you tell us who the member of staff is please? You can pm me if you feel you may be bullied into retacting a post again.

This is one of the issues I queried right at the very start when the report came out and questioned it with Ofsted. They replied that on this issue they could only report on information supplied by the Headteacher and/or Governors. From this information it seemed to them that correct procedures MAY not have been followed.
In my response I quoted similar restructuring in other schools in Blackpool when the new post of Assistant Head became available. These were not queried by the LEA.
My argument has always been that the comments in the Ofsted report seriously impugned the character of the previous Headteacher and Governors. Of course, that Headteacher retired and many of those Governors resigned so there has been no-one to challenge the Ofsted statement. The LEA wouldn't because they knew it had happened elsewhere.
It comes as no surprise to me , then, to hear that this Headteacher has used the old procedures, which she questioned to Ofsted, to promote a member of staff internally.
I shall personally write to the same people I wrote to before to point out that here we have a Headteacher who uses whichever procedures suit her at any particular time. This Headteacher has not moved on, so hopefully, when Ofsted visit soon, will have to answer questions about this appointment.
